Challenges in Missouri’s Sports Betting Market
In Missouri, the sports betting scene has experienced considerable activity in terms of volume but is facing challenges due to its tax revenue system. The state observed a significant decrease in its sports betting handle, falling about 30% in its second month of operation. Additionally, revenues dropped by approximately 50% during the same period. This decline in revenue can be largely attributed to the promotional credits issued by online sportsbooks.
During December, sportsbooks in Missouri issued nearly $600 million in promotional credits. These promotions, which are deducted from the taxable revenues, have significantly impacted the state’s ability to collect taxes on betting revenues. For instance, FanDuel, one of the major players in the market, took about $200 million in a handle in Missouri but hasn't paid any taxes for the first two months due to the deduction of $55 million in promotions.
The current tax system in Missouri allows operators to reduce their taxable revenue by the amount of promotional incentives they offer, resulting in minimal tax contributions from major betting companies. The state legislature is considering revising this policy to eliminate these deductions, which could increase tax revenues by up to 57 times more than what has been collected in these initial months. Such a change is necessary for Missouri to realize the tax revenue potential initially projected with the legalization of sports betting.
If the proposed law passes, it could substantially alter the financial landscape for sports betting in Missouri. While some states have already adjusted their policies regarding promotional deductions, Missouri is still working to find the right balance between fostering a vibrant betting market and securing adequate tax revenues.
